Addresses that do not exceed 7 days cannot participate. They have no vote and no premium allocation. Fresh stake has <Md expr="W = 0" />.

The 7 matches the [quiet period](/launch/quiet-period) in length. They are not the same switch. Quiet period pauses **staking inflation / premium issuance** only. This cut is per address, forever.
